Subject: Annual General Meeting (AGM) and Election of a new Committee
Dear Members;
Based on section p (i)-(v) of the Governing Constitution of the Rwandese Community Association in the UK (RCA), as adopted on the 22nd day of June, 2001;
Considering the resolutions of the Committee Meeting of 10th October, 2009;
I have the honour to invite you for RCA’s Annual General Meeting 2009 (AGM’09) and election of a new Committee. The AGM will take place on November 14th, 2009 at The London Irish Centre, 50-52 Camden Square, London NW1 9XB, from 3pm (BST).
Please note that any member of the Rwandan Community in the UK is eligible to stand and be voted for any position.

Reforming Rwandan business laws
Rwanda is a small country that has had a disproportionate measure of troubles including genocide. However, in the last few years it has emerged as one of the most stable and promising African countries, both in terms of economic growth and good governance. It now has a modern constitution that entrenches democracy and the rule of law. This lecture will address the ongoing reforms of business laws, such as the amendment of the Civil Procedure Code introducing faster procedures in commercial matters, the Arbitration, Conciliation and Mediation laws and the Companies Act. Rwanda is looking more and more to the common law and Judge Rugege will detail the emergence of Rwanda’s effectively bijural system.
He will also address the reforms in the business environment, including arrangements for dispute resolution, both through the commercial courts and through ADR, as well as the institutional framework for private investment and the ease of doing business in Rwanda.
Justice Sam Rugege is Deputy Chief Justice of the Republic of Rwanda.
He was educated at Makerere University in Uganda, Yale Law School in the United States of America and Oxford University in England where he obtained the LLB, LLM and D.Phil. degrees respectively.
After starting his law career as a lecturer at Makerere University, he then taught at the National University of Lesotho and University of Swaziland, rising to the position of Associate Professor. During 1995, as Visiting Scholar at Cornell Law School, he taught African Law.
His last teaching post before being elevated to the bench was in Cape Town, South Africa, as Professor of Law at the University of the Western Cape (UWC).
Justice Rugege was appointed to the Supreme Court of Rwanda in 2004. Since 2005, he is also the Principal Judge of the First Instance Division of the Court of Justice of the Common Market for Eastern and Southern Africa (COMESA).
The Common Law Community in the 21st Century lecture series examines the continuing international importance of common law in the 21st Century.

INVITATION
The Rwandese Community Association (RCA) in the UK cordially invites you to a summer get together and celebration of Rwanda’s National Day on Saturday July 4th, 2009.
For the last five years, this annual event has been bringing our community and our friends together to share, celebrate our culture and our heritage. It’ is one day in a year when our community is addressed by their community leaders and their Ambassador to give them updates on government policies, achievements and the aspirations of the Rwandan people. This event has become popular over time pulling an audience of300-400 people and our community looks forward to it every year.
The function will take place at the London Irish Centre, 50-52 Camden Square, London NW1 9XB from 4.00pm.
This is our time to meet, interact, have fun and share as a community, but we also have the honour of hosting Rwanda’s Ambassador to the UK H.E Claver Gatete, who will update our community on current developments in our country.
RCA would also like to use this event to appeal to members of our community and our friends to contribute towards the One Dollar Campaign in support of Genocide Orphans in Rwanda (www.1dollarcampaign.org ).
Entrance is free for all but any contribution to this campaign will be appreciated.
Nearest station: Camden Town Station (Underground, Northern Line) and Camden Road Station (Overland).
Bus routes: 29 (to wood green), 253 (towards Hackney) and 274 (to Angel Islington). Parking is free in this area on Saturday, apart from double yellow lines and disabled parking.
